What Are the New Laws for California Drivers?

Motorized Scooters (AB 2989, Flora): This new law affects bike and scooter riders. Bicycle helmets are no longer mandatory for those 18 years or older riding a motorized bike or scooter. Those riding a motorized scooter are not allowed on any road or highway where the speed limit is 25 mph or more. An exception to this pertains to a Class IV bikeway as well as a Class II bikeway where local authorities allow the operation of a motorized scooter on roads where speed limits are up to 35 mph.
Driving Privilege for Minors (AB 2685, Lackey): This new law affects those who have been a ward of the state or have been designated as a “habitual truant.” The courts can no longer suspend, restrict or delay the issuance of the individual’s driver license. Those delays or suspensions that occurred before January 1, 2019 remain in effect and are not changed by the new law.
Unsafe or unsecured loads on vehicles (AB 1925, Choi): This law makes it illegal for trucks or other vehicles to drive down the road with unsecured ladders, buckets, equipment or other items. All these items must be secured or well covered with a tarp so that they do not blow out of the vehicle and harm other drivers.
High-Occupancy Vehicle (HOV) Lanes (AB 544, Bloom): The Green and White Clean Air decals that allowed vehicles with low-emission or transitional zero-emission to gain access to HOV lanes is no longer in affect. If you have been issued a Green or White decal in the past, you can apply for a Red decal that would give you access to HOV lanes up through January 1, 2022. The DMV is also now issuing Purple decals to some drivers that will be in effect until January 1, 2023. Those involved in this program in the past should have received proper notification in the mail.
